Good morning! Ladies and Gentlemen,

    Forty-eight years ago, after a tour of inspection around Hefei, Chairman Mao Zedong described the city in his letter to the Provincial Party Secretary as follows: “Hefei sounds like a good choice as the capital city since it is situated in the center of the Province”. Chairman Mao's decision came as a surprise to many people at that time. Many thought those cities along the Yanzi River, such as Wuhu or Anqin, were more likely to be the choice. However, Hefei triumphed simply by its geographic location—being the center of the region. As we know, both in English and in Chinese, the word “center” bears more meanings than the geographic indication. Can we call Hefei the center of industry in the region? Can we call her the center of commerce? the center of investment? the center of transport system? the center of cultural life? Some of you may rush to answer: “yes, we can say that!” But we have to admit that whether Hefei is able to qualify for those titles remains debatable within and without the Province.

    Today, Hefei is standing at a new historical starting point. We are blessed with a golden opportunity for development. How to speed up the economic and social development of Hefei has been the top concern of both municipal authority and local people. Many experts have prescribed solutions to this question. To me, the key formula for success simply lies in the change of attitude in our daily life. That's right. Attitude is everything! Attitude determines how much of the future we are allowed to see. It decides the size of our dreams and influences our determination when we are faced with new challenges. What kind of attitude should we have then?

    Firstly, we've got to be a dreamer. Dreams are a projection of the kind of life we want to lead. Dreams can drive us. When we allow our dreams to pull us, they unleash a creative force that can overcome any obstacle in our path. However, some people around us seem to have no dreams. They are too easy to be satisfied both in their work and in their life. They never bother to dream and simply drift from one day to the next. When your dreams fade away, your future is bleak. Can we imagine one day in the future Hefei will stand on the top of economic pyramid in China? Can we imagine one day in the future Hefei will be the most desirable city to live in China? So, for the future of Hefei, ladies and gentlemen, please dream. Nothing has as much potential power for affecting our future as our ability to dream.

    Secondly, we've got to be a positive thinker. Positive thinker can discover opportunity in every difficulty while negative thinker finds nothing but difficulty in every opportunity. Frederick Langbridge expressed it well when he wrote, “Two men look out through the same prison bars: one sees mud and the other stars.” Ladies and gentlemen, what do you see? Do you just see the widening gap of GDP between Hefei and other major cities? Have you seen the transfer of a significant amount of capital from coastal area to Hefei over the past years? Do you just see the backward countryside around Hefei? Have you seen the competitiveness of huge labor resources in this area? We are actually what we think. Positive thinking is one of the greatest powers in the universe and can confidently lead us to a better future.

    And finally, we've got to be an enthusiastic player. All of us should be players rather than spectators in Hefei's development drive. Everybody counts. That's why the future of Hefei can count on us. Each individual should give a full play to his unique part. As a judge, I understand my part is to work with my colleagues to create a more transparent and efficient legal environment in which unfairness will be addressed and justice will be dispensed. A sound legal system surely is key to social stability and economic prosperity.

    More than 2,000 years ago, the Greek Philosopher Epictetus said, “It's not what happens to you, but how you react to it that matters.” If we want to receive the rewards the future holds in trust for us, then we must have right attitude. Let right attitude be the nexhaustible source of inner strength as we march towards the goal of building Hefei into a prosperous modern city. Let's wish the best luck to Hefei and to every one of you!

    四十八年前，毛泽东主席视察合肥。在其后致安徽省委书记的信件里，主席谈到了安徽省会的选址问题。他这样写道，“合肥不错，为皖之中”。主席的建议多少有些令人惊讶，因为在当时很多人看来，沿江城市芜湖或者安庆更有可能成为省会。然而，合肥胜出了，所凭借的是其地理优势——为皖之中。无论是在英语还是在汉语里，“中心”（ center）这个词所包含的意义远不止地理方位。在工业领域，合肥能称得上“为皖之中”吗？在商贸领域，合肥能称得上“为皖之中”吗？在投资领域，合肥能称得上“为皖之中”吗？在交通领域，在文化艺术领域，在……。在座的有些人也许会急切地争辩，“在你提到的所有领域里，合肥都能称得上‘为皖之中'！” 但我们得承认，合肥是否真正“为皖之中”，无论在省内还是省外，都还是一个争议的话题。

    今天，合肥正站在历史的新起点上，我们正面临着千载难逢的发展机遇。全市上下热流涌动，发展为上。专家学者，高见纷呈。在我看来，合肥走向成功的秘诀就在于生活在其中的每一个合肥人生活和工作态度的转变。态度决定我们未来的舞台，态度决定我们梦想的空间，态度决定我们面对困难和挑战时的勇气和力量！没错，态度决定一切！那么，我们需要什么样的态度呢？

    首先，我们必须是一个梦想者。梦想，是我们追求的指引，也是我们追求的动力。当我们跟随梦想的牵引，前进的路上便会无坚不摧，无难不克。但是，现实中我们周围有些人似乎没有梦想。他们无论在工作中还在生活中，胸无大志，小富即安，随波逐流，浑浑噩噩。当一个人的梦想褪色，前途必定暗淡。我们能否敢于梦想，有朝一日，合肥将挺立在中国经济发展的金字塔尖？我们能否敢于梦想，有朝一日，合肥将拥有中国最具吸引力的人居环境？朋友们，为了合肥的明天，请让我们一起梦想吧！因为制约一个人未来的最大因素就是梦想的能力。

    其次，我们必须是一个积极的思想者。积极的思想者能在每一次困难中发现机遇，而消极的思想者却在每一次机遇中发现困难。英国作家兰布里奇曾写道，两个人从同一囚禁的栅栏望出去 ,一个人看见了泥泞,另一个人看见了星光。 朋友们，你看到了什么？你是不是只看到了合肥与发达地区日益扩大的差距？你看到了 国际和沿海的产业资本加速向内地转移的趋势了么？你是不是只是看到合肥周边落后的乡镇村落？你看到了这个地区蕴含着丰富的有竞争力的劳动力资源了么？一定意义上，我们的思维决定了我们的存在。积极的思维是宇宙间存在的一种巨大能量，将引领我们走向更美好的生活。

    最后，我们必须是一个热情的参与者。我们每一个人都必须是合肥发展大业的参与者，还不是旁观者。合肥的未来寄托、依靠我们每一个人积极参与。人人各尽所能，合肥才有希望。作为一名法官，我深深懂得，我的责任就是和我的同事们一起营造出一个透明、高效的法治环境，让所有的不平得到抚慰，让公正的阳光普照每一个角落。一个运转良好的法制系统对于社会稳定和经济发展从来都是不可或缺的。

    两千多年前，古希腊哲学家爱比克泰德曾有这样的金玉良言，“对一个人来说，要紧的不是在你周围发生了什么，而是你将如何应对。”如果我们想要享受成功的盛宴，我们就必须拥有正确的态度。让正确的态度成为我们提供源源不断的动力，让我们更积极地投身到跨越式发展中去，把合肥早日建成繁荣的现代化都市。祝福合肥！祝福在座的每一位！
